WSUS couldn‘t install in FAT partition

Today, I install a Windows 2003 server and keep C:\ as FAT. After all is done, I just want to install WSUS, then there is a error message on the screen: WSUS could not be installed on FAT partition. Oh my god, all effort are wasted.
